Multi-purpose navigation information center

Roskosmos's Multi-purpose navigation information center (MNIC) was created by JSC "Russian Space Systems" in accordance with the directive of Rosaviakosmos's General Director to ensure carrying out Russian Federation Government Ordinance No. 237 “On carrying out works related to utilization of global navigation satellite system GLONASS” dated March 7th 1995 and Russian Federation Government Ordinance No. 587 “On Federal "Global navigation system" special purpose program” dated August 20th 2001.

  • Realization of government policy on coordinates-time support of Russian and foreign users;
  • Developing and implementing unified technical policy for use by Roskosmos enterprises in development of navigation-information systems utilizing global navigation satellite systems (GNSS) and “COSPAS-SARSAT” search and rescue system;
  • Carrying out the Federal “Global navigation system” special purpose program efficiently;
  • Providing coordinates-time and information support of users.

Business areas

  • Provision of navigation-information services (generation and delivery of differential adjustments to users, monitoring of radionavigation fields and GNSS integrity, ephemeris-time support, etc) for different users;
  • Participation in international collaboration in satellite navigation and interoperation with Russian and foreign navigation-information centers;
  • Development of GNSS auxiliary functionality;
  • Popularization of satellite navigation;
  • Development of regulatory framework for use of satellite navigation equipment and systems;
  • Enhancement and implementation of navigation-information systems of different purposes utilizing GNSS signals and “COSPAS-SARSAT” search and rescue satellite system;
  • Coordination of activities on creation of GLONASS ground infrastructure;

Output product

“Transmaster” telematic module

Installed in a transport vehicle, determines its location, accumulates data on condition of transported freight, transport vehicle, running characteristics from sensors connected to it and transmits them to control center.

“Transmaster” automated satellite navigation-information monitoring and control system

System provides transport vehicle monitoring and control solutions both on regional and municipal level. “Transmaster” series automated systems are successfully implemented for major corporate customers, Russian Federation constituent administrations, and Federal executive authorities. Use of those systems facilitates increased quality of public transportation services and transport safety.

Movement control and accountancy system (MCAS)

In 2010 in cooperation with Russian Federation Central Election Commission within the scope of accelerated technical reequipment of electoral system portable containers movement control and bulletin accountancy system was developed.

Portable containers location monitoring system for use during preparation for and carrying out electoral campaigns

System is developed for monitoring of movement of specially equipped voting containers in real-time and for decision making in case of emergencies.

Ship-borne end-user navigation equipment (ENE)

Ship-borne INMARSAT-S satellite communication systems and ARGOS positioning and data transmission satellite system transmitters ensure trawler position monitoring.

Specialized navigation-information system for fishing vessels monitoring

Specialized navigation-information system providing fishing vessels monitoring as part of industrial marine biological resources monitoring system is developed based on GLONASS ENE.

High precision satellite positioning system

HPSPS is designed to create the unified coordinate-time field and information support of activities related to high precision positioning: administrative-territorial units delimitation, geodesic support for road and pipeline construction, high precision navigation and traffic control of surface, river and airborne transport vehicles, agricultural geodesic support, territories management decision making support, etc.
