- Proposals development and implementation support for unified technical policy in allocation, utilization and protection of orbital frequency spectrum resources within the scope of Russian Communications Administration, in cooperation with State Radio Frequency Commission (GKRCH) administration, Russian Communications Ministry radio frequencies departments, Russian Defense Ministry, Federal Protection Service (FSO), other ministries and administrations, as well as support of different purpose radioelectronic communications electromagnetic compatibility;
- Scientific methodology and information support of space facilities and systems development in regard to utilization of radiofrequency spectrum resources, radiofrequency support of R&D, declaration, coordination and registration of frequency assignments with International Telecommunications Union (ITU), control of compliance with requirements of international and federal technical reference documents and appropriate procedure of radiofrequency spectrum use and ensuring radioelectronic communications electromagnetic compatibility;
- International legal protection (ILP) of Russian Federation's radiofrequency spectrum resources, works within the research scope of International Telecommunications Union Radio Communications Sector (ITU-R) and its “Scientific services” Research Commission 7 (RC-7)
Within the first work area scope, RFC takes part in development of Roskosmos proposals for Russian government policy documents drafts, GKRCH regulatory acts drafts in allocation and usage of radiofrequency spectrum issues, provision of EMC and ILP of frequency allocation of REC, takes part in development of the Russian Federation services frequency band allocation table, coordinates proposals and conditions for shared use of REC radiofrequency bands by different Russian Federation radio services.
Within the second work area scope, RFC implements scientific methodology guidance of this industry sector enterprises activity in radiofrequency resources utilization, provision of EMC and ILP of frequency allocation of REC for facilities and systems under development, provides them with information support.
At the preliminary design stage, RFC substantiates radiofrequency bands choice and REC technical characteristics with regard to International Radio Communications Regulations requirements, ITU-R and SFCG proposals, Russian Federation services frequency band allocation table and REC EMC technical reference documents. These studies serve as a basis for composition of radiofrequency request for radiofrequency bands allocation that finalizes the preliminary design stage. Then it goes through the customers' approval and application to GKRCH administration, and is supported during examination at Defense Ministry, FPS and Communications Ministry.
Within the scope of works on international legal protection of radiofrequency spectrum, RFC performs studies and designs Roskosmos proposals on issues investigated in ITU-R to draft changes into the radio communications Regulations on topics included in Worldwide Radio Communications Conferences (WRCC) agenda, is included in Russian Communications Administration delegations when they are discussed and approved at WRCCs and Research Commissions (RC) and ITU-R workgroups meetings, participates in design of and provides opinions on draft ITU-R Recommendations on radiofrequency bands use by radio services (systems), organizes and carries out research on “Scientific Services” ITU-R RC-7 topics, supervises the Russian Communications Administration ITU-R RC-7 Preparatory Commission Workgroup, conducts works on international legal protection of frequency allocations for designed space facilities and systems, cooperates with other countries' space agencies radiofrequency bodies on issues of radiofrequency spectrum use and achieving space systems REC EMC within the scope of interagency Space Frequencies Coordination Group (SFCG) annual meetings.
International cooperation:
- During the ITU-R WRCCs – delegations from 193 ITU-R member countries and international scientific and industrial organizations represented in ITU-R;
- During the ITU-R RC-7 and its Workgroups (WG) meetings – countries' administrations delegations (usually 15-20) and international scientific and industrial organizations delegations (usually 5-10) participating in ITU-R RC-7 and its WGs meetings;
- During SFCG meetings – SFCG member space agencies delegations (usually 15-20). 2 of SFCG meetings (1996 and 2009) took place in Moscow with Roskosmos and JSC "Russian Space Systems" presiding.
