Primary functions of Roskosmos's automated hazardous and valuable freight tracking system are:
- Telemetric hazardous and valuable freight condition data collection;
- Freight and escort railcars' coupling location determination;
- Telemetry data transmission to CCC and ACC;
- "Alert" signal transmission through "COSPAS-SARSAT" space system;
- Freight cargo condition control by escort railcar personnel (ERP).
Hardware-software complex provides:
- Satellite communication between escort railcar personnel (ERP), central control center (CCC) and auxiliary control center (ACC);
- Voice communication of escort railcar personnel with engine crew.
Currently, a prototype unit is produced and has passed its trial tests.

Hazardous and valuable freight (HF/VF) mobile monitoring unit (MMU) compact hardware-software complex (HSC) is designed for performing the following operations:
- Train positioning determination (GLONASS/GPS);
- Transportation process conditions data gathering;
- Automated transmission of HF/VF condition and train location data into industry monitoring and operations management center (IMOMC);
- Emergency "Alert" signal transmission through "COSPAS-SARSAT" space system.
Vehicle should have the following capabilities:
- Vehicle geolocation via GLONASS or GLONASS/GPS with 30 meters precision in any point en route;
- Accumulation and transmission to control centers of freight cargo conditions information from sensor and converting equipment (SCE);
- Automated transmission to central control center of Roskosmos HF/VF transportation AMS of transport vehicle location information;
- Emergency "Alert" message transmission from transport vehicle, including via "COSPAS-SARSAT" system radio beacon.
Central monitoring center should provide:
- HF/VF transportation routes database maintenance;
- Accumulation and processing of location data for all tracked transport vehicles and HF/VF condition;
- Displaying of planned and actual information on electronic maps using GIS;
- "Alert" messages reception;
- Data exchange with escort groups;
- Information interoperability with facility SMOMC of freight forwarder companies, Russian EMERCOM NECC, OAO "Rossiyskie Zhelezhie Dorogi" administration, etc.
