“Global navigation system” Federal government program

Objects' modern navigational support is primarily based on use of navigational signals emitted by space navigation system satellites. Users determine their location using appropriate equipment based on received navigational signals.

Russian GLONASS global navigation satellite system providing support for Russian Federation's defense and security was deployed in September 1993 as a reduced constellation (12 navigational spacecrafts). In December 1995, the constellation was deployed in full operational complement (24 spacecrafts). By Russian Federation Presidential Decree No. 38-rp dated February 18th 1999, GLONASS system was defined as a dual-purpose system.

USA actively implements space navigation technologies into information circuits of armed forces and weaponry control, as well as into all key areas of economy, transportation and space systems. European Union has authorized the GALILEO program with a goal of development of European satellite navigation system to ensure independency in satellite navigation sector.

Without an approval and implementation of GLONASS system support and development measures package, Russian users will be forced to depend on GPS and GALILEO. In case “Selective Availability” mode gets enabled in GPS and GALILEO, Russian national security can be irreparably hindered.

Complexity of space facilities, diversity of customers, providers and users of space navigation services, as well as resource limitations determine the necessity of focused program approach to problems of GLONASS system support, development and use. The problem has an interagency and interregional character, and requires a comprehensive approach.

Program's realization will allow unification of all support, development and implementation works conducted within the scope of “Global navigation system” Federal special-purpose program, whose completion would ensure the possibility of coordination of use and development of GLONASS system both in socio-economic and military sectors, as well as to concentrate budget funding on Program's priority goals and lay down the framework for extra-budgetary funding sources recruitment.

Program purposes:

  • Further development and efficient use of GLONASS system for purposes of country's socio-economic development and national security protection;
  • Preservation of Russian Federation's dominant position in satellite navigation sector by guaranteed provision of navigational signal to Russian and foreign users.
