Since its creation, USGCN has managed launch and support of over 3000 spacecrafts, national security space programs implementation, international manned projects and fundamental deep space research projects.

Currently, USGCN facilitates control of over 85% of all spacecrafts in Russian constellations, 86 % of it's facilities are used for both civilian and military spacecrafts control. Within USGCN there are over 700 complexes of fixed and mobile control and measurements facilities. Wide facilities diversity is a result of diversity of orbital platforms they were designed to control.

Most important and most complex parts of GCN are ground-based command and measurements systems stations (GS CMS), designed to facilitate data exchange between MCC and spacecrafts and measurement of current navigational characteristics of spacecraft movement. Historically, from the start of space exploration, control of military and dual-purpose spacecraft was performed by MoD RF. Subsequently, currently the majority of GS CMS are located within MoD DCMC and are functionally included into GCC of different space systems.

GS CMS facilitate control within spacecraft line of sight, and tasks performed by GS CMS are:

  • Reception of service, command and program and special data, initial spacecraft movement conditions and communication session schedules from spacecraft;
  • Calculation of communication sessions and target designation for spacecraft operation;
  • Search for spacecraft in space and frequency and establishing connection with onboard CMS equipment;
  • Sending single-use commands (SC), command and program (CPD) and special data (SD) to spacecraft, reception of data transmission confirmations;
  • Measurement of current navigational characteristics (MCNC) of spacecraft movement and their preliminary processing;
  • Reception of telemetry data (TMD) from spacecraft;
  • Verification, phasing and adjustment (VPA) of on-board time scale(OTS);
  • Generation and calibration of CMS local time scale to unified time system (UTS) via ground-based measurement facilities' (GMF) UTS channels;
  • Generation and transmission to MCC via communication channels of measurement (trajectory and telemetry) data arrays as well as functional control data consisting messages concerning results of transmission of command and program data (CPD) (SC, CPD, SD) to spacecraft and generalized CMS condition data.
