The main goal of the project is to gradually introduce all the IT and satellite navigation social service capabilities into daily public life.

The Social GLONASS envisages establishment of a nation-wide integrated wireless network of personal trackers and call-centers. The centers will accumulate user's precise medical data and geographic coordinates from special ultraportable devices - and process the alerting  information to correspondent public services.

This will make possible to constantly monitor client's health status and location - ensuring real-time contact with doctors, social workers and relatives.

• Number of handicapped people in Russia will exceed 15 million by 2015
• By 2009 data, number of handicapped people Moscow has exceeded 1,2 million. 26 thousands of them are children, over 60 thousands of handicapped people don't leave their homes
• In 2006, UN General assembly has approved the Convention on the Rights of Persons with Disabilities, ratified by 95 countries; Russia has joined this Convention in 2008

• To approve and advise continued involvement of non-commercial organizations, scientific and production entities in the "Social GLONASS" project
• To recommend Ministry of Public Health and Social Development of Russian Federation to initiate "Social GLONASS" project implementation in 2011
• To submit the "Social GLONASS" project into National projects council and Commission for innovation and technologic advancement of Russan economy under the President of Russian Federation, as well as into General and chief designers, lead scientists and specialist in high-technology economic areas Council in National scale innovative-social project capability
